If battle axing can part of that 600m2 of the back block include the driveway as part of that 600m2

No the 600m2 can't include the driveway, but you can create an easement across the front block if putting the driveway on its own title makes the front block is too small

RPI are the side setbacks on these blocks going to be the same as all small lots? So a 1.5m side setback for each side, leaving only 4.5m width for the habital floor areas?

1.5m to the neigbouring house, can be zero on the one in the middle boundary.

So in line with City Plan 2014, there is no minimum lot size for a dwelling house (small lot), so long as it meets the 9.3.8 Dwelling house (small lot) code and any relevant neighbourhood plans and/or overlay codes?
