How to Find Owner of "Vacant Land" to Purchase (Need Help)

I want to purchase a Lot of Land but I need to know and find the owners of the property. The land is vacant so there is no one living there and I've seen the neighbors and no one seems to know who owns it.

I've been to the council and they wont reveal any information on the owners or even how to contact them.

How can I find the owners of the Vacant Land ??

You can do a title search on the web site of DOLA (dept of land admin WA - need to check name in melb) under $50.00. I have done it for debt collection (always handy to find out what a debtor owns B4 sending the bailiff)
