Demolition..what do they do with water pipe?

My demo guy has "finished" demolishing the house and left the water pipe connected to the meter for anyone to go and turn on if they choose to. Is that normal?

Unless you contracted him to arrange for all services to be removed it's your responsibility to arrange for the service to be discontinued.

Get in done soon before someone steals the meter(They have quite a high scrap value)

I was told to remove gas and power that's all. Water corp told me demolition guys should be crimping and sealing the pipe so no-one can steal water...but I just want to make sure this is what others have experienced..
