Good news. Ask her for the name of her cleaner and handman. Get them to clean and repair the place, and then she can take on the PM. Alternatively offer for the PM to charge a reno project fee to cover her time in organising repairs.

Firstly, that cleaning is shocking. Either the property management company or the cleaner need to reimburse the whole amount. Secondly, I bet the PM contract indemnifies them against losses. Review it and then seek legal advise. You cant waiver against gross incompetence.
